5. CONSIDER INTERLOCAL AGREEMENT FOR TRAFFIC SIGNAL MAINTENANCE WITH
LENEXA.

Staff has worked with the City of Lenexa to update the traffic signal
maintenance agreement for shared intersections between the two
cities. Routine maintenance is clearly spelled out in the agreement
and has worked very well in the past. A memo from staff and the
agreement is included for review. PAGES 1 – 6

6. CONSIDER MASSAGE ESTABLISHMENT LICENSE RENEWAL.

Renew the Massage Establishment License for the Healing Touch Massage
at 8150 Monticello Terrace through December 31, 2011. PAGES 7 – 8

7. CONSIDER EXTENSION OF SUP-10-01-12: REVIEW OF THE SPECIAL USE PERMIT
PREVIOUSLY ISSUED TO VERIZON WIRELESS, FOR A 120-FOOT MONOPOLE
COMMUNICATIONS TOWER IN THE AG (AGRICULTURAL) ZONING DISTRICT,
LOCATED IN THE 17100 BLOCK OF 53RD STREET.

At the December 20, 2010 meeting, the Planning Commission recommended
10-0 that the Governing Body extend Special Use Permit SUP-10-01-12,
for Verizon Wireless, for a 120-foot monopole communications tower in
the 17100 block of 53rd Street. A copy of the staff report is
included for review. PAGES 9 – 12

9. CONDUCT A PUBLIC HEARING REGARDING A BUILDING AT 13408 W. 75TH COURT.

DISCUSSION: At the October 25, 2010 City Council meeting, the
Governing Body adopted a resolution setting a public
hearing to determine if the building at 13408 W. 75th
Court should be condemned and ordered repaired, or
demolished. A memo from staff, resolution, and supporting
documentation is included for review. PAGES 13 – 24

10. CONSIDER AND ORDINANCE AMENDING CHAPTER 5.64 OF THE SHAWNEE MUNICIPAL
CODE RELATED TO SIGN REGULATIONS.

DISCUSSION: At the December 7, 2010, Finance and Administration
meeting, the Committee recommended 4-0 that the Governing
Body approve proposed changes to the sign regulations in
the Shawnee Municipal Code. A memo from staff and draft
ordinance are included for review. PAGES 25 – 30

ACTION: Pass an ordinance amending sections of Chapter 5.64, Sign
Code, of the Shawnee Municipal Code. If approved, an
Ordinance Number will be assigned.

11. CONSIDER ORDINANCES RELATED TO ANIMAL LICENSING AND ANIMALS UNDER
CONTROL OF THEIR OWNER.

DISCUSSION: At the November 16, 2010 Public Works and Safety meeting,
the Committee recommended 4-0 that the Governing Body
replace pet licensing requirements and instead require
identification tags on pets and revise requirements for
cats to be on a leash. A memo from staff and draft
ordinance are included for review. PAGES 31 – 44

ACTION: a) Pass an ordinance amending Chapter 6.06,
Identification Tag, and adding Section 6.06.15, Rabies
Vaccination, to the Shawnee Municipal Code. If approved,
an Ordinance Number will be assigned.

b) Pass an ordinance amending Chapter 6.04, Definitions,
and Chapter 6.08.015, Animals Under Control of Their
Owner, of the Shawnee Municipal Code. If approved, an
ordinance number will be assigned.

STAFF ITEMS

12. CONSIDER BIDS FOR THE 57TH STREET AND QUIVIRA STORM DRAINAGE PROJECT.
P.N. 3282.

DISCUSSION: Bids were taken for the 57th Street and Quivira Storm
Drainage Project on December 17, 2010. Twelve contractors
submitted bids. The low bidder was VF Anderson Builders,
LLC, Peculiar, MO, with a bid of $597,705.80. The project
budget is established at $1,176,000 and is 75% funded
through SMAC, the remaining portion is funded through the
City’s Parks and Pipes program. A memo from staff and
recapitulation of bids are included for review. PAGES 45
- 48

ACTION: Approve the low bid from VF Anderson, Peculiar, MO, in
the amount of $597,705.80 and authorize the Mayor to sign
the construction contract.

13. CONSIDER FINAL CHANGE ORDER FOR 70TH AND FLINT STREET STORM DRAINAGE
IMPROVEMENTS, P.N. 3283, (SMAC TC-21-052).

DISCUSSION: At the May 24, 2010, City Council meeting, the Governing
Body approved a construction contract with Kansas Heavy
Construction for 70th Street and Flint Street south of
Yager Lane storm drainage improvements, in the amount of
$1,390,324.40. The project is now complete except for
some weather dependent asphalt patches and sod repair.
Change Order No. 4 and Final represents a decrease of
$23,387.10 of the construction contract. A memo from
staff and supporting information is included for review.

ACTION: Approve Change Order No. 4 and Final for the 70th and
Flint Storm Drainage Improvement project for a total
decrease of $23,387.10.
