The Soviet Union specialized in making heavy things – steel works and dams. When the country came to an end in 1991, its economy was one-twentieth the size of that of the United States, though it is a fair bet that the respective outputs weighed the same. In China, Mao installed the first modern metal works by the dozen, often set up next to the collective farms where millions were starving. Targeting “shovel-ready” projects has been an economic loser throughout the industrial history of the world.

The new study, published in the online journal Geophysical Research Letters, does not deny that increasing amounts of CO2 have been generated as the world has industrialized, eradicated disease, produced agricultural abundance and improved man’s standard of living. It does show that only 45% of man’s emissions, not 100% as warmers claim, stays in the atmosphere, and that includes the carbon emissions of the private jets that flew to Copenhagen last month and the limos that drove the occupants around.

The rest is absorbed by nature, and that percentage hasn’t changed since 1850.

The White House was put on the defensive Wednesday after President Barack Obama pushed congressional leaders to fast-track health care legislation behind closed doors despite his campaign promises of an open process.

“The president wants to get a bill to his desk as quickly as possible,” Press Secretary Robert Gibbs said as reporters questioned him repeatedly about Obama’s decision to go along with House and Senate leaders in bypassing the usual negotiations between the two chambers in the interest of speed.

Gibbs flatly refused to answer the question and referred reporters to his response yesterday – before adding that the President is trying to get a bill on his desk “as quickly as possible.”

Instead of appointing a formal conference committee to reconcile the House and Senate health bills, a handful of Democratic leaders will now negotiate in secret by themselves. Later this month, presumably white smoke will rise from the Capitol Dome, and then Nancy Pelosi, Harry Reid and the college of Democratic cardinals will unveil their miracle. The new bill will then be rushed through both chambers with little public scrutiny or even the chance for the Members to understand what they’re passing.

The State Department roster of all countries whose nationals have received “diversity visas” to immigrate to the United States in 2010, for example, shows that 2 of these immigrants will be from Luxembourg, 3 from the Solomon Islands, 4 from French Guiana, 5 from Reunion, 6 from Cape Verde, 7 from Malta, 8 from Guinea-Bissau, 9 from Comoros, 10 from Suriname–and 72 from Yemen. Nationals of the four states listed by the State Department as state sponsors of terrorism–Cuba, Iran, Sudan, and Syria–also received “diversity visas” from the State Department to immigrate to the United States in 2010. These include 98 from Syria, 298 from Cuba, 1,084 from Sudan, and 2,773 from Iran.
