KSN: Teens swamp DMVs in Kansas to avoid new law

New restrictions on restricted licenses begin in 2010 pushing the age from 16 to 17 for teens applying for an unrestricted driver’s license. But any teenager who has a permit by the end of 2009 is ‘grandfathered’ in under the old rules, allowing them to get a full license when they turn 16.
